The Effect of Deforestation to Human Lives

Deforestation is increasing as a global concern. In recent years deforestation has risen to dangerous levels. This reason is mainly due to the fact that most people have no idea what deforestation is. This lack of education has caused many changes in the global economy. The concerns no longer center on deforestation but in the effects it will have in our environment in the future. This issue has sparked national attention. It has caused a chain of recent plans and policies to be introduced. Also it has brought us together as a nation to fight a common problem. Deforestation is the clearing the land of forest or trees. Many people do not even know that this problem exists, although it may be occurring right in their own neighborhoods. The causes of deforestation are broad. It used to be thought that the lumber industry was much to blame, when in fact the industry is very low. Most of the land was used for various other reasons such as building and agricultural expansion. The land is used for growing crops and livestock grazing. In many cases the ?  §Slash and Burn? method is used. This is where the farmers cut down and burn forests to get to the land that is feasible for farming. Most of the tropical soils are very poor in nutrients and can only support crops for a few years. When the soil has been exhausted it is either abandoned or turned over for livestock grazing. The effects of deforestation on the environment are numerous. The reduction of forests upsets the entire ecological cycle. The forests are home to a number of plants and animals. When a forest is cut down, the whole cycle suffers. Most of all the forests act as a carbon ?  §sink?. That is they help to take in carbon, a green house gas, and offset its effect on the atmosphere. Also trees and plants on a forest can help to supply an alternative source of fossil fuels. Tree planting is also good for urban development. They help with heating and cooling costs to be lowered. There is evidence from the UN sponsored Intergovernmental Panel on Climate Change (IPCC) that came out in 1990. This organization records the change of climate control and has the best of these fields working for it. It predicted that if our economy keeps releasing emissions as we are that our annual temperature would increase at 0. degrees per decade over the next century. This is beyond what the earth has experienced over the past 10,000 years? (Muller Introduction). We currently are increasing at a rate of 0. 5 percent per year. To get these levels back to normal we would have to have a cut in emissions by over 60%worldwide. The greatest producer of these carbon gases is the burning of fossil fuels. ? § With just 5% of the worlds population, the United States currently accounts for 20%of both total warming commitment and carbon dioxide emissions? (Muller Intro. ). Congressional concern over ways to reduce deforestation has grown. They center mostly on developing countries where the deforestation is most rapid. Many new plans and programs are being introduced to help aid with the issue. The major organizations working on deforestation are: the Tropical Forestry action Program, the International Tropical Timber organization, the United Nations Conference on Environmental and Developmental Forest Principles and Agenda 21 chapter on forests, the U. S. Forests For the Future Initiative, and the World Bank. Some of these are centered strictly in tropical deforestation. The Tropical Forestry Action Program (TFAP) was started in June of 1985. Its purpose was to slow down the tropical deforestation and help countries develop plans to help with their management of such issues. It was a correlation of the World Resources Institute, the World Bank, the United Nations Developmental Program and work by the UN Food and Agricultural Organization (FAO). The program is developed to help aid tropical countries in the reduction of deforestation. Currently 90 developing countries are participating-38 African countries, 20 in Asia and the Pacific, and 32 in Latin America and the Caribbean. (Fletcher, Lyke 6) The objectives of the plan are as follows. They plan center on five major issues in tropical countries. These were defined by the 1987 TFAP. „h Forrest in land uses. Action is this area is at the interface between forestry and agriculture and would aim at integrating forestry into agricultural systems in order to conserve the resource base for agriculture, and, in general, achieve a more rational use of the land. h Forest based Industrial Development. Planning in this area would promote appropriate forest-based industries, reduce waste, and develop the marketing if forest industry products. Fuelwood and energy. Action in this area would aim at restoring fuelwood supplies in the countries affected by shortages through foreign assistance and support for national fuelwood and wood energy programs, development of wood-based energy systems for rural and industrial development, regional training and demonstration, and intensification of research and development. h Conservation of tropical forestry ecosystems. Action planned in this area would aim at conserving, managing and utilizing tropical plants and wild animal genetic resources through the development of national networks of protected areas, the planning, management and development of individual protected areas, and research into the management of tropical forests for sustainable production. „h Institutions. Goals would be actions to remove the institutional constraints impeding the conservation and wise use of tropical forest resources by strengthening public forest administration and related governmental agencies, to integrate forestry concerns into developmental planning, providing institutional support for private and local organizations developing professional, technical and vocational training, and to improve extension and research. (Fletcher, Lyke 6-7) The funding for the project is provided by governmental and private sources. It plans on spending roughly eight billion dollars over the next five years (1985-1991). It would be divided among the five areas just mentioned. There have been numerous criticisms about the plan. Mostly it has been that it is on the fact that it is concentrating mostly on the deforestation factor and failing to recognize other environmental issues. It has been said to isolate groups of people. Also, they fail to get to the real source of deforestation, which to some, are things such as over population and poverty. They say that it doesn? t give any incentives or sanctions. Although this centers more on the tropical regions, there are also many other plans to help out in our areas. The easiest way to combat deforestation is through reforestation. This is, planting new trees. This does not mean just going out and planting seeds, but actually planting grown trees. There needs to be educated environmentalist who know what they are doing to plant these trees. We can not just go and place them anywhere and expect then to work to their potential. They need to be strategically placed in areas where they can work the best that they can. This is not to say that everyday people can? t help. We can definitely all try. By planting a tree we can do our best, while making the world a more beautiful place. Deforestation is an increasing global concern. In recent years it has risen to dangerous levels. Its effects are effecting the whole ecological cycle, and if not dealt with could lead to an ecological disaster. Although there are many companies out there to try and solve this problem, many people have a common misconception. They believe that we could all just plant trees, and save the world. Although tree planting would be great that is not true. There needs to be the right trees planted in the right areas, where they can work to their highest potential as carbon sinks. This way they can help to reduce carbon in the atmosphere, while looking beautiful. Wouldn? t it be nice if we could just have a world with normal carbon levels covered with beautiful trees? Personally I would rather look at a beautiful oak or maple rather than a cloud of smog. So, in conclusion, we can all try to help, plant a tree.

During the Roaring twenties, social class was an important aspect of society. All different classes were for the most part separated by where people lived. In other words, by no means would anyone from a lower class be caught in an uptown setting. There are a variety of characters in the novel that come from different economic backgrounds. In the novel, The Great Gatsby, F. Scott Fitzgerald successfully uses location to differentiate social status amongst his characters while the weather and seasons of those locations help guide them.Each character helps represent and support the differences of social class and the four main locations, The East Egg, the West Egg, the Valley of Ashes, and New York City. In The Great Gatsby geographical locations separate social classes. East Egg represents old wealth. The characters from East Egg are wealthy but empty inside. Their lives are shallow and unfulfilled. Jordan Baker is beautiful on the outside but is only interested in cheating her way th rough life to get what she wants. The Buchanans look perfect on the outside but are dysfunctional on the inside.The characters in East Egg are arrogant. â€Å"Tom Buchanan is wealth brutalized by selfishness and arrogance† (Cowley 71). â€Å"Tom’s restlessness is an arrogant assertiveness seeking to evade in bluster the deep uneasiness of self knowledge† (Dyson 62). Daisy Buchanan is really only interested in herself and will use any means that will ultimately benefit her. West Egg represents new wealth. The characters that live in West Egg have made their money more recently. Nick Carraway is educated at Yale and starts a job in the bond business when he moves to West Egg.Nick is honest and listens to others’ problems. In the novel, Nick Carraway is always trying to help his girlfriend Jordan Baker. Her problems revolve around her cheating and being self centered. The characters can also find new wealth through desperate and dishonest means. Jay Gatsby g ains most of his wealth through inheritance. Gatsby thinks that wealth will buy him the love of Daisy and the life which he dreams of. In addition Gatsby has also made his fortune through criminal activity, as he is willing to do anything to gain the social position he thinks necessary to win Daisy.The Valley of Ashes represents the socially unaccepted. The characters in the Valley of Ashes represent poverty. â€Å"This is the Valley of Dry Bones, the Waste Land, The dusty replica of modern society, where ash-grey men are crumbling, like Eliot’s hollow men† (Bicknell 98). Myrtle and George Wilson both live in a run down garage in the Valley of Ashes. Myrtle Wilson tries desperately to improve her life and get out of the Valley of Ashes. The Valley of Ashes also represents doom and death. Myrtle is found as the victim of a hit and run caused by Daisy and Gatsby.The Valley of Ashes represents the death and dreams for Jay Gatsby, Myrtle Wilson, and George Wilson. These ch aracters die in the novel due to misconception and anger. The characters go through the Valley of Ashes to get to New York City. New York City represents glitz and immorality. While in New York City Tom Buchanan has an affair with Myrtle Wilson. Myrtle Wilson doesn’t care about anyone except those who will direct her on the correct path to improve her life. This is one of the reasons why she has an affair with Tom.Tom Buchanan has no moral doubts about his own extramarital affair with Myrtle but when it comes to other people such as Daisy and Gatsby he becomes outraged and forces a confrontation. During a party in New York City, Myrtle Wilson drinks too much and begins to taunt Tom about Daisy. Tom responds to this by hitting Myrtle and breaking her nose. New York City represents a passion for money and inhibited pleasure. West Egg represents dreams while East Egg represents the devastation of reality. Jay Gatsby and Nick Carraway both come from the mid-west.The mid-west repr esents everything that is associated with warmth and home. After leaving the mid-west both Gatsby and Nick move to West Egg which is similar to the mid-west. In contrast, the east represents everything that is shallow and uncaring. Jordan Baker is a prime example of someone who lives a shallow life in East Egg. F. Scott Fitzgerald incorporates color, weather, and seasons into The Great Gatsby. The green light that Gatsby sees every night from Daisy’s dock represents his future with her. Involuntarily I glanced seaward-and distinguished nothing except a single green light, minute and far away, that might have been the end of a dock† (Fitzgerald 21). Every night Gatsby reaches out for the green light in hopes that his longed for dream will finally come true. The green light is in East Egg and even though it is barely visible from his West Egg home he looks for it every night and hopes it will some day be his future. Weather guides the characters actions in The Great Gatsb y. Gatsby and Daisy reunite with each other in the pouring rain.This represents the awkwardness of seeing each other again. They fall in love again in the fair weather when the sun begins to come out. This shows that their relationship is blossoming. Seasons also guide actions in The Great Gatsby. Tom Buchanan confronts Jay Gatsby about his affair with Daisy in the heat of the summer. This is similar to the fatal encounter between Mercuito and Tybalt in Romeo and Juliet. George Wilson kills himself and Gatsby when summer turns to fall. In conclusion, The Wilsons and Jay Gatsby never fulfill their dreams of wealth.The Wilsons meet their doom just as the Valley of Ashes symbolizes when George Wilson kills himself and Myrtle Wilson is a victim in a hit and run. Jay Gatsby’s dream is never fulfilled because money and desperation control him. â€Å"Gatsby’s death is brought about by Daisy, who first lets him shield her and then deserts him; by Tom, who directs the demented Wilson to the place where he is to be found; and by Wilson himself-a representative of the ash-grey men who comes to Gatsby, in his disillusionment, as a terrible embodiment of the realities which have killed his dream† (Dyson 65). For Tom and Daisy retreat back into their money or their vast carelessness† (Burnam 112). Tom Buchanan lets George Wilson believe it was Gatsby who had an affair with Myrtle and it was his car who killed her. Daisy Buchanan doesn’t care that she is the one who actually killed Myrtle, allowing Gatsby to take the blame. The Buchanans continue to live behind a facade, never allowing anyone to see their emptiness inside.They blame their actions on others, never taking the blame. The Wilsons are not missed by anyone since their lives represent those that are socially unaccepted. Nick Carraway and Jordan Baker split up and Jordan gets engaged to another man. Nick decides to move back to the mid-west because he is sick of East Egg and its emp ty values. In each case, location has separated the characters economically, socially, and eventually defined their fate.

The United States of America is the world’s leading super power. Through the years, there have been many events that occurred which contributed to the kind of nation it is at present. It is a country with a rich and extensive history behind it. One of the significant aspects in the history of the United States is the state of Texas. Texas played a crucial role in the development of the nation. This research paper aims to discuss how the independence of Texas and its membership and re-admittance to the Union changed the course of U. S. history. Texas was originally occupied by Indians before the 16th century (â€Å"Timeline†). Numerous tribes of Native Americans resided in what is now known as Texas, and they were the inhabitants before the place was discovered by the Spaniards (Calvert & Doughty 10). For more than a century, Texas was under Spanish control, as it was considered a territory of the Spanish Empire (Calvert & Doughty 1). The Spanish explorers first arrived in Texas in 1519, and Alfonso Alvarez de Pineda was the first one to explore the place and map the shoreline (Calvert & Doughty 10; â€Å"Timeline†). After de Pineda, there were other Spanish expeditions and eventually, missions were sent in Texas (Calvert & Doughty 11). In February 18, 1685, Frenchman Robert Cavalier, Sieur de La Salle claimed Texas for France by setting up Fort St. Louis in Matagorda Bay (Calvert & Doughty 11; â€Å"Timeline†). La Salle was soon killed, but the Spanish were threatened by the actions of the French (Calvert & Doughty 11). As a result, the Spaniards eliminated the French port and established more missions. In addition, Spanish towns were built in Texas, such as San Antonio, Goliad and Nacogdoches (Calvert & Doughty 11; â€Å"Timeline†). However, the 19th century ushered in a time of struggle for Spain, as it began to lose its power over Texas due to the expeditions of Americans (Calvert & Doughty 11). In 1810, a group led by Father Miguel Hidalgo y Costilla attempted to free Mexico from Spanish authority. The plan failed, but it caused restlessness in Texas and Mexico. In 1813, Mexican Bernardo Gutierrez and American Augustus Magee occupied three Spanish towns in an effort to topple the Spanish authority in Texas (Calvert & Doughty 11; â€Å"Timeline†). They failed. Spain soon realized that the Spanish settlements in Texas were not enough to secure it from the threat of other countries (Calvert & Doughty 11). The Spanish authorities thought that an increase in population was needed. American Moses Austin asked permission from the Spaniards in Mexico to be allowed to stay in Texas; this request was continued by his son Stephen after his death. In 1821, Mexico became independent from Spain, and Texas became a part of Mexico (Calvert & Doughty 11; Perry 505). The Mexican government agreed to Austin’s plea, and they had begun to let foreigners settle in Texas. In 1836, 50,000 people had resided in Texas; 20,000 of which were from the United States (Calvert & Doughty 11; Perry 505). Most of the Americans in Texas were cotton planters, and went there because of land opportunities (Perry 505). Moreover, these people brought slaves with them to help them with cotton cultivation (Calvert & Doughty 11). However, Mexico met slavery with opposition, as the country abolished it in 1824 (Calvert & Doughty 11; Perry 505). The Mexicans soon realized that they were being outnumbered, so they resorted to efforts that would curb the number of Americans in Texan soil (Perry 505). The Mexican authorities stopped immigration from the United States and banned arrival of slaves (Calvert & Doughty 11; Perry 505; â€Å"Timeline†). This move angered the Texans, but the tension continued to increase with the dictatorship of General Antonio Lopez de Santa Anna (Calvert & Doughty 11; Perry 505). The discontent of the people increased with the imposed customs duties collection (â€Å"Revolution†). In an effort to gain their independence, the Texans started the revolution on October 2, 1835 (â€Å"Revolution†;â€Å"Timeline†). The revolution began in Gonzales, Texas (Calvert & Doughty 11; â€Å"Revolution†; â€Å"Timeline†). Texans repulsed the Mexican troops in Gonzales, and emerged victorious in the first battle in the struggle for independence (Calvert & Doughty 11; â€Å"Revolution†). The succeeding battles were also won by the Texan forces (Calvert & Doughty 11). In November 3, 1835, there was a convention in which a provisional government, based on a document called the Organic Law, was set up by the Americans in Texas (Calvert & Doughty 11; â€Å"Timeline†). During the said convention, the Texans held an election for gubernatorial and council positions. On March 2, 1836, American Texans declared their independence from Mexico and established a constitution which allowed slavery; David Burnet was the provisional president while Sam Houston was the Texas troops’ commander in chief (Calvert & Doughty 11; â€Å"Timeline†). Then there was the Battle of the Alamo. The Alamo is actually church originally known as the Mision San Antonio de Valero (â€Å"Alamo†). It was used by the Texan forces as a fort. Unfortunately, the Texan forces were defeated by the Mexican troops, under the leadership of Santa Anna. However, Santa Anna was not victorious for long; in April 21, 1836, he was captured by Houston and his forces at the Battle of San Jacinto (Calvert & Doughty 11; â€Å"Revolution†;â€Å"Timeline†). Afterwards, Santa Anna signed a treaty recognizing Texan independence (Perry 505). Texas became a republic (â€Å"Revolution†). In 1845, the Congress of the United States pushed to annex, or make the Republic of Texas a part of the United States (Perry 505). U. S. President James Polk signed a bill that made Texas the 28th U. S. state on December 29, 1845 (Calvert & Doughty 12; â€Å"Timeline†). On April 25, 1846, the Mexican-American war begun over the disagreement on the boundaries of Texas (â€Å"Timeline†). Mexico claimed that Nueces River was the boundary of Texas; Texans, on the other hand, insisted that Rio Grande was the boundary (Perry 505). The Mexicans were defeated; as a result, the United States acquired more than half of Mexican territories, including New Mexico and California (Perry 505). The independence of Texas was relevant in United States history. This is because it was the event that paved the way for the United States to obtain territories that would eventually be a part of it. The addition of states did shape U. S. history, as all these territories contribute to the general legacy of the nation. Without the new territories, the development and growth of the nation would not be the same, simply because certain elements would be excluded. As a member of the Union, Texas also proved relevant in shaping U. S. history. Texas did secede from the Union, but its participation in the American Civil War was still crucial in the nation’s development. The American Civil War came about as a result of Abraham Lincoln’s victory at the 1860 presidential elections (Perry 507). Lincoln was a Republican, and the Republican Party was created with the objective of abolishing slavery. The Southern states, including Texas, who were in favor of slavery decided to secede from the Union. These said states formed the Confederate States of America. Texas seceded from the Union on February 1, 1861 (â€Å"Timeline†). At that time, Sam Houston was a governor, and he opposed that decision to secede as he was a Unionist (Calvert & Doughty 12). However, he was outnumbered by pro-secession delegates at the Secession Convention (â€Å"Timeline†). On May 13, 1865, the last battle of the Civil War was fought in Texas (Calvert & Doughty 12; â€Å"Timeline†). The Battle of Palmito Ranch occurred close to Brownsville, more than a month after General Robert Lee of the Confederate Army surrendered at Appomatox, Virginia. On March 30, 1870, Texas was readmitted to the Union by U. S. Congress (â€Å"Timeline†). After the Civil War, Texas had several other contributions that did affect U. S. history. First, Texas helped the federal government defeat the Native Americans (Calvert & Doughty 12). From the Civil War until the Reconstruction, the western frontier was poorly guarded; the Native Americans bothered the residents, which were prompted to leave their homes. The U. S. government realized this problem and sent out federal troops to address the issue. These troops were helped by the Texas Rangers. The Texas Rangers started as a group of volunteers that helped curb Indian attacks (Connor 135). Eventually when Texas became a republic, they became an official, full-time corps that was employed to protect the frontier. After the battles between the Native Americans were over, they became agents of law enforcement in the state (Connor 135). The state of Texas also contributed to post-war animal industry with cattle (Calvert & Doughty 12). Except for hides and tallow, cattle were initially invaluable as the markets were too far. However, with the establishment of railroads, Texan cattle were able to reach more consumers (Calvert & Doughty 12). Nonetheless, it was the cotton from Texas that exerted more economic influence in the U. S. (Calvert & Doughty 12). As the railroads progressed in the West, there was enough land for the growth of cotton. The cotton grown in Texas eventually reached the world market. As a result, Texas became a major cotton producer in the U. S. by the year 1890 (Calvert & Doughty 12). Texas again participated in U. S. history in the 1890s, which marked an era of racial discrimination (Calvert & Doughty 12). Texas was one of the states that were characterized by much tension between the whites and the blacks and Hispanics. It all began in 1896 when the Supreme Court upheld that segregation did not infringe the 14th Amendment. Hence, Texas passed legislatures that encouraged and promoted segregation of whites and blacks in the community (Calvert & Doughty 12). Texas was also responsible for the Prohibition (Calvert & Doughty 12). There was a time when progressivism was rampant in Texas, and one of its most notable ideas was to forbid the sale of alcohol. The Texan progressives thought that selling alcohol was detrimental to a democratic society and its consumption was evil. In 1887, Prohibitionists relentlessly campaigned to ban alcohol. When it was thought that alcohol impeded the U. S. efforts in World War I, a law was passed in 1918 to prohibit the sale of alcohol beverages in Texas. In January 1920, the 18th Amendment, which prohibits the sale of alcohol in the entire country, was included in the U. S. Constitution (Calvert & Doughty 12). After the American Civil War, Texas proved relevant in the history of the United States. Along with the federal troops, the Texas Rangers participated in resolving the Native American conflict. Without the rangers, the endeavor would have been more difficult; the task was made easy by the fact that the rangers have been the guarding the frontier for a long time. Texas also contributed to the U. S. economy through its cattle and cotton industries. Segregation also occurred in Texas, an occurrence that would later cause the Civil Rights Movement to arise. Lastly, the Texan prohibitionists were responsible for the passing of the 18th Amendment. If Texas had not been readmitted to the Union, some of the aforementioned events may have never occurred, drastically altering the course of U. S. history. From its independence to its readmission into the Union, Texas proved to be an important player in the history of the United States. Its independence brought the United States the territories it has at present. Its readmission brought both social and economic reform that would not have possible if the state remained in its seceded state. The process of labor-management bargaining has evolved since its beginning in the early years of labor negotiations. Since the parties involved in collective bargaining are negotiating a formal contract that both are to be bound by, there are many stresses and tensions that permeate the process. Most early negotiations were filled with drama and emotionalism. The struggle has continued today to move toward a more rational process, whereby negotiations are conducted and settled on the facts and more concrete, quantitative arguments. In pursuit of this goal, there are strategies and tactics that can be utilized by both management and unionized labor in order to facilitate a more reasonable contract negotiation. The most beneficial tactics-setting reasonable goals, and researching facts-are employed before the negotiations even begin. First of all, in order to bargain better, it is important to understand just what collective bargaining is. James P. Begin and Edwin F. Beal define collective bargaining as part of an Industrial Relations System. The system of relations consists of: (1) the people who head the organizations that provide goods and services to society, (2) the people who do the work, and (3) the governmental organizations that maintain the society. â€Å"Under capitalism, workers are relatively free to sell their own labor and withhold it at will (Begin, James P., Beal, Edwin F., 3).† This forms a free-will contract in which the employer and employee must decide the terms of employment (Begin, Beal, 3). This provides the basis for the industrial relations system. Before judicial regulations were enacted as a framework for negotiations, the worker and the employer could enter into a verbal contract that would suffice. However, as workers organized themselves into formal labor organizations and elected members to represent them, more formal contracts were needed. The movement of collective bargaining toward a matter of national policy began in 1935 with the enactment of the Wagner Act. This act pronounced two basic principles: (1) employees were to be permitted to form and maintain labor unions of their own choosing without being subjected to coercion, intimidation, or discrimination by employers; and (2) employers were to be required by law to bargain collectively with labor unions designated by their employees on wages, rates of pay, hours, and other conditions of employment. The Wagner Act and others, like the Taft-Hartley Act and the Fair Labor Standards Act, have provided a framework of law within which the collective bargaining process must operate. The legal regulations extend to both the procedural aspects (the manner in which collective bargaining is to be conducted) and to the substantive aspects (the types of subject concerning which collective bargaining is obligatory and which may or may not lawfully be incorporated into collective bargaining agreements). However, the substantive aspect remains relatively unrestricted by law (Torff, Selwyn H., 4-14). It is the substantive aspect that leaves collective bargaining negotiations subject to emotionalism, and illogical and irrational behavior. John Dunlop and James Healy have described four ways in which negotiations can be depicted. The first is a poker game, â€Å"with the larger pots going to those who combine deception, bluff, and luck, or the ability to come up with a strong hand.† The second is an â€Å"exercise in power politics, with the relative strengths of the parties being decisive.† The third, â€Å"a debating society, marked by both rhetoric and name calling.† Fourth and finally they noted a better way-if followed-that a negotiation can be depicted. This is a â€Å"‘rational process,' with both sides remaining completely flexible and willing to be persuaded only when all the facts have been dispassionately presented (Sloane, Arthur A.; Witney, Fred; 203).† Sloane and Witney have stated, â€Å"all of these characteristics have marked most negotiations over a period of time. The increasing maturity of collective bargaining implies enlargement of the rational process†¦Ã¢â‚¬  This rational process involves the employee, employer, and union settling on the basis of facts rather than name-calling, table pounding, and emotionalism (Sloane, Witney, 203-204). Therefore, in order for collective bargaining to become more rational, certain techniques must be employed. Edward Peters has written a guide to better negotiating titled Strategy and Tactics in Labor Negotiations. In this book he provides good strategies for obtaining a more rational negotiation. The first important step toward better bargaining is to realize the essential nature and purpose of negotiations. In a bargaining conflict, there are three main activities in which each party is involved: (1) attempt to influence each other, the employees, and public opinion by advocating the merits of their respective positions; (2) indicate strength to each other; and (3) explore the possibilities, in terms of each other's maximum and minimum expectancies, of a settlement without an economic contest, or, at worst, a contest of minimum duration (Peters, Edward, 41). Peters states that sophisticated bargainers often underestimate the importance of good preparation and presentation of their position because they feel that these are just â€Å"window dressing for the harsh realities of economic strength (Peters, 42).† It is true that economic strength is important, but a position reinforced by logic and reason can often exert a crucial influence (Peters, 42). Another step toward better negotiations is preparation and the setting of realistic goals. Peters states that â€Å"the practicality or impracticality of a collective bargaining goal is a matter of foresight, not something to be determined by hindsight (Peters, 60).† An example of this that pertains to management is that sometimes there are items that a union cannot and will not concede. If management does not prepare enough and makes the assumption that the union can and will negotiate on any proposal submitted by management, they risk the possibility of strikes. There are issues over which â€Å"a union will prefer to lose a plant in an economic contest rather than jeopardize itself with a larger group (Peters, 60).† The setting of more realistic goals by management could avoid this detrimental result. In order to set realistic goals, a criteria for realistic goals must be established. Most negotiators, according to Peters, would agree that a realistic goal, to be attained without an economic contest, must be based on the following minimum considerations: (1) has the other party the ability to concede the issue? The employer must be able to concede the issue without serious damage to operations. The union must be able to concede the issue without serious internal injury, or any danger of disintegrating as an organization, or losing out to a rival union; also without seriously impairing its external relationships in the labor movement, or with other employers; (2) are you warranted, by your strength, in setting such a goal? (3) Is your goal within the bargaining expectancy of the other party? This last point may be disregarded only if you are ready to wage an economic contest for your minimum goal (Peters, 61-62). These criteria should be fully examined before setting any goal or pressing any issue in a labor negotiation. Priorities must be established and ranked in order of impact and importance (Richardson, Reed C., 128). Even though setting realistic goals help in negotiations, a course of action must be pursued in order to obtain those goals. Prestige plays an essential role in negotiations. Prestige is an intangible quality in the sense that it is a symbol-a symbol of the potential and actual strengths of the parties in all of their relationships. Prestige reflects itself in the relationship of the parties to each other and especially to the workers in the plant. A union's basic strength lies in the support of its own membership (Peters, 85-86). Other factors that affect during negotiations are sign language, fringe issues, and negotiable factors. However, the most important tactics take place before the actual negotiations. â€Å"Negotiators who approach the bargaining table without sufficient factual ammunition to handle the growing complexities of labor relations†¦operate at a distinct disadvantage (Sloane, Witney, 213).† Most larger unions and almost all major corporations today have their own research departments to gather data and conduct surveys.
